On Taxi Masr you see the official meter fare before you request a ride, and that fare is a ceiling no captain can go above. When you send the request, nearby captains reply with one of two offers: accept the ride at the meter fare, or offer a discount of up to 20% off the meter, as long as it is not below the minimum fare (EGP 20). You choose the offer that suits you.
This hybrid system combines two advantages: the transparency of an official meter fare you know in advance, and real competition between captains in your favour at quieter times. This article explains how offers work and how to choose between them.
Offers have two clear limits that protect both passenger and captain: no offer can be above the meter fare, and none can be below 80% of it or below the minimum fare (EGP 20), whichever is higher.

A fixed rule: The meter is the ceiling and the discount is the captain's decision alone. No captain may ask for more than the price you accepted in the app.

No. The system does not allow any offer above the official meter fare, and the price you accept in the app is what you pay — plus only a pickup waiting charge if waiting runs past the first 5 free minutes.
The app gradually widens the search to reach captains further away. If no captain is available, the app tells you, and you can request again shortly.
No. Cancelling is completely free as long as you have not accepted an offer.
Discounts are entirely optional and decided by the captain, and Taxi Masr's commission is only 5%, so the ride stays worthwhile for them even with a discount.
